In this blog post, we will go over the best ninjas in Naruto Shippuden: Ultimate Ninja Blazing. We have broken down tier list into 4 different categories and included a video of each ninja for you to watch!
The four tiers are:
Tier 1 – Best Ninjas with high attack, defense, speed and health Tier 2 – Mid-tier Ninjas who are still very strong but not as good as the first group Tier 3 – Low-tier Ninjas who are decent attackers but lack other stats like HP and Defense. They also have low skill levels. Tier 4 – The Worst Ninjas who only have one or two redeeming features, but are otherwise not very good.

The best ninjas in Naruto Shippuden Ultimate Ninja Blazing (NSBU) are those with high HP, attack, defense, speed and health stats. They’re your go-to fighters when you need to take down opponents quickly and efficiently. Mid-tier ninjas don’t quite match up to the first group in terms of power; they still pack a punch though so if yours falls during battle these guys will come through for you. Low-tier ninjas are decent attackers that lack other important stats like HP and
defense. They are best for quests that have low difficulty levels and take less than an hour to complete.
Tier One:
Kakashi (Lvl 49)
Might Guy [On the Attack] (Lvl 44) – This guy is slow but he has high attack power, defense and HP stats which makes him dangerous in a one on one fight! I recommend you use him at your own risk since his speed isn’t great either. He’s also only available until October 31st so it may be wise to level up this character before then if possible or else you’ll never get another chance!
Naruto Uzumaki [The Beast Unleashed] (Lvl 41)
Tier Two:
Asuma Sarutobi [The Exemplar] (Lvl 30)
Neji Hyuga [Rival’s Insight] (Lvl 28) – He is a strong attacker with an excellent dodge stat, but he lacks HP and speed. This guy is great if you want to win the game without taking many hits!
Kakashi Hatake [Supportive Leader] (Lvl 27)
Tier Three:
Shikamaru Nara [Best in Strategy] (Lvl 16) – His defense stats are high enough that he will take minimal damage from most attacks. Unfortunately his attack power isn’t good enough for him to be of much use when attacking since it only does a measly 15% damage.
Sakura Haruno [Healer’s Touch] (Lvl 16) – She heals herself and her teammate by a small amount when she dodges an attack! This is excellent in the early game because it will save you from using any items to heal yourself or your teammates. That said, her low HP means that once you get further into the story mode, she won’t be able to take many hits before being knocked out of combat!
Jiraiya [Toad Sage] (LVl 14)
Kakashi Hatake [Supportive Leader](LVl 13)
Tier Four:
C rank shinobi are too weak for me so I’m not
going to list them here.
Minato Namikaze [Ninja’s Best Friend] (LVl 12)
Naruto Uzumaki [Ultimate Ninja](Lvl 11)
These two characters are both useful in the early game, but will quickly become useless later on as they level up and you get stronger shinobi. They may be good for a beginner player that needs someone to heal their team or buff it! However, once you start getting into late game content where enemies do upwards of 800% damage with basic attacks this tier is going to seem so weak compared to your other shinobi. If you still need people in this bracket then I recommend picking more backups like Sakura Haruno [Healer’s Touch]
